Three quotations sit on the desk. They describe the same nominal product — a cable tray forming line covering 50 to 600mm — and the highest is more than double the lowest.

The instinctive reaction is to assume someone is either overcharging or cutting corners. Usually neither is true in the way the buyer imagines. All three suppliers have quoted honestly against different machines, and the differences are buried in specification detail that the quotation summaries do not expose.

This article gives you a method for making the three documents comparable, identifies the five places where quotations most commonly mislead, and provides the questions that reveal whether the company writing the quotation actually builds the machine. 1. Why Quotations Are Not Comparable As-Is

The core problem is granularity. One supplier itemises twenty-two lines. Another presents four. A third gives a single figure for “complete production line.”

Aggregation is not necessarily concealment — some manufacturers simply quote at the system level. But aggregation makes comparison impossible, because you cannot tell whether two line items labelled identically contain the same content.

Consider “forming mill” as a line item. In one quotation it may mean sixteen stands with hardened and chrome-plated tool steel rolls on heavy shafts driven through a gearbox. In another it may mean eleven stands with untreated rolls on lighter shafts driven by chain. Both are accurately described as a forming mill. They are not the same machine, they will not perform the same way at the top of the thickness range, and they will not hold tolerance for the same number of years.

The only way through is to force every quotation onto a common specification basis before comparing any prices. This means going back to each supplier with the same list of questions and requiring itemised answers. Suppliers who resist this process are telling you something useful.

2. Build a Normalised Comparison Sheet

Request the following from every supplier in writing. Where a supplier declines to answer a line, record the refusal — it is data.

Forming mill

  • Number of forming stands. The single most informative figure in the quotation. A materially lower count for the same profile is a specification reduction, not efficiency.
  • Roll material and heat treatment. Ask for the steel grade designation and the surface hardness figure. “Alloy steel” is not an answer.
  • Surface treatment. Whether rolls are chrome plated, which matters particularly when running pre-galvanised material where zinc pickup causes progressive scoring.
  • Stand frame plate thickness and shaft diameter. These determine deflection under load, which is what separates a mill that holds tolerance at 2.5mm from one that holds tolerance at 1.5mm and drifts above it.
  • Drive method. Gearbox transmission is more rigid and holds inter-stand synchronisation better than chain drive; chain is cheaper.

Punching system

  • Press tonnage and drive type — mechanical, hydraulic or servo.
  • Number of die sets included, and precisely which hole patterns and widths each produces.
  • Die material and expected service life in strokes or metres.
  • Synchronisation method between press and mill.

Decoiling and levelling

  • Decoiler load capacity and expansion method, rated against your heaviest coil.
  • Whether a leveller is included. Its absence is a common and consequential deletion.
  • Number of levelling rollers.

Cutting

  • Flying shear or stop cut.
  • Length tolerance stated as a figure, not as “high precision.”
  • Blade material and expected life.

Electrical control

  • PLC brand and model number.
  • Servo drive and motor brand.
  • Inverter brand.
  • HMI screen size and available interface languages.
  • Total installed power.

Services and commitments

  • Commissioning engineer-days included, and who bears travel and accommodation.
  • Number of operators trained and training duration.
  • Warranty term and the explicit exclusion list.
  • Recommended spare parts list with prices.
  • Guaranteed spare parts dispatch time.

Complete every cell before looking at the bottom row. Read in this order, the price difference usually explains itself.

Reading the completed sheet

Three patterns recur once the table is populated.

The cheapest quotation is missing rows rather than offering value. Where a supplier has left five or six cells blank or answered them with descriptive phrases, the low price is explained. The machine is not cheaper; it is less defined, and undefined scope resolves in the supplier’s favour after signature.

The most expensive quotation is sometimes the most honest. A supplier who itemises die sets separately, states engineer-days explicitly, and lists warranty exclusions in full will produce a higher headline number than one who buries these items. Adding the omitted content back into the cheaper quotations frequently closes most of the gap.

A single outlier row is more informative than the total. If two suppliers propose sixteen stands and one proposes eleven for the same profile, that one row explains more about long-term performance than the price line does. Investigate outliers individually rather than averaging them into an overall impression.

3. The Five Most Common Quotation Traps

Trap 1: Die sets quoted separately

The most frequent and most expensive omission. A quotation covers the press with one die set; your product range requires three hole patterns. The additional sets are purchased after signature, at list price, with no leverage remaining.

Neutralise it: require the quotation to state die set count and the specific hole pattern and width each one produces.

Trap 2: Freight and duty ambiguity

A price quoted ex-works looks materially lower than one quoted delivered. Ocean freight, inland transport, insurance, customs duty and port charges can constitute a meaningful share of the landed cost.

Neutralise it: require all quotations on the same Incoterm, and separately request an estimate of duty in your jurisdiction based on the correct tariff classification.

Trap 3: “Installation included” without scope

The phrase can mean two engineers for three weeks with all costs covered, or one engineer for four days with the buyer paying flights, hotel and daily allowance — and additional days charged if commissioning overruns.

Neutralise it: specify engineer-days, cost responsibility, and the rate for additional days if the overrun is not attributable to the buyer.

Trap 4: Warranty excluding what actually fails

Twelve months’ warranty sounds equivalent across suppliers until you read the exclusion list. If forming rolls, punch and die inserts and hydraulic seals are all classified as consumables from day one, the warranty covers relatively little of what is likely to need attention.

Neutralise it: require the exclusion list in writing at quotation stage, with expected service life for each excluded item.

Trap 5: Speed quoted without conditions

A line speed figure means nothing without the material grade, thickness, width and profile at which it was measured — and whether punching was active. Free-running mill speed with no punching is not production speed.

Neutralise it: require speed to be stated as a four-part condition, and reference it in the acceptance criteria.

4. Questions That Expose a Trading Company

Three questions reliably distinguish a manufacturer from an intermediary, because each requires knowledge that only exists inside a factory.

“Send me a video of your machining area with a stand frame being cut.” A manufacturer produces this within a day. An intermediary offers finished-machine photographs, or a scheduling delay that never resolves.

“What hardness are your forming rolls treated to, and who does the heat treatment?” A manufacturer answers with a figure and a location immediately — these are daily production facts. An intermediary gives a general quality assurance.

“Can you supply this line with a specified brand of PLC and servo drive?” A manufacturer treats this as a routine engineering variation with a price implication. An intermediary must consult their subcontractor, and the delay in responding is itself informative.

A fourth question is worth adding when the first three produce ambiguous results: “What would you change in this configuration if I told you my main product is 2.5mm rather than 1.5mm?” A manufacturer answers in engineering terms — additional stands, heavier shafts, higher motor rating, increased press tonnage — because these relationships are the substance of their work. An intermediary answers commercially, quoting a price increase without specifying what physically changes.

None of these questions is confrontational, and a genuine manufacturer will not perceive them as such. They are the questions any engineer would ask another engineer.

5. Making the Final Call

Once the comparison sheet is complete, three principles govern the decision.

Compare total cost of ownership, not purchase price. A machine costing more but running faster, with lower scrap and shorter changeovers, produces cheaper tray from the first year.

Negotiate on commercial terms, not configuration. When a supplier is asked to reduce price, the reduction has to come from somewhere. If it comes from stand count, roll treatment or control component brand, you have not saved money — you have bought a different and worse machine at the price you wanted. Direct price pressure toward payment terms, freight, training scope and spare parts pricing, and hold the technical specification fixed.

Weight the gates before the totals. Some criteria are structural rather than incremental: verified manufacturing capability, contractual spare parts commitment, and a meaningful acceptance-linked payment instalment. A supplier failing any of these should be eliminated regardless of how attractive the remainder looks.
